Making Rings Out Of A Quarter

So these are rings that I made for my exchange students from China. I made the rings out of a quarter, but drilling a hole in the middle of the quarter, then using a tapered rod (a rod that gets bigger, as you progress down it). One of my friends asked me if it was legal, but I thought about it, and I came to the conclusion that it can't be illegal because while I was on a (with my exchange students) I noticed that there was a device that you put a penny in and then put a dollar in, crank the handle, and it flattens the penny and imprents a design onto the penny. So if it was illegal that they would not have had it at the aquarium. But it it is illegal I guess I will have to stop making them, but I'm not really hurting anything.
