carcost canada is just a scam. save your money! that site works with car dealerships. they definitely lie to you. the prices there ("dealer purchase price") are ridiculously high. they want to make you believe you "negotiate" with the dealer, but that price is actually very good for the dealer. most chances - he had set this price.
the proof: go to that site, pay them the $40, and get the prices. 5 min later you get an email from a dealership, inviting you to buy from them...
