Our Google Developers Live streams are set up a little bit differently than Hangouts On Air. We're streaming via YouTube Live and using some software to mix the video. The hangout is shared using screen capture.

sounds what you are looking for is rich search capability of moments. think a search company might be a good candidate to come up with something.
