Guys, you would have to have a mountain of dead janitors for this theory to be true. I'm pretty sure it would take days to set up bombs like the ones described previously. What are the chances that one of those bombs isn't seen by a janitor who sweeps the place top to bottom? I guess you could disguise the bombs, but the wiring would be a little weird coming out of a random object...

FYI - Bush was spouting this diatribe long before ANY citizen as much as queried, "government, please tell us what happened that day?"
A very odd assertion for Bush to have made given there should have been no reason to suspect people would clamor about outrageous theories. All evidence at that time was presumed to shortly be revealed to the public instead of whisked away...
