Slums are an ecosystem that serve their traditional lifestyle, and way of life. They are not going away for a few generations, at least. In fact, there is nothing wrong with them if sanitary issues are taken care of. A proper economic rehabilitation of those societies is necessary, which will require personal mandate, and that happens very slow.
