The only reason it happened was because of how the system works. America doesn't "stand against" anything Jack did, one could argue he used the system to its fullest potential. It was the same thing with Madoff when the bottom fell out, they are both bad dudes but people put the blame solely on them, ignoring the institutional abuse.
