Mężczyzna oskarżony jest o kradzież wody z pobliskiej żydowskiej kolonii Kiryat Arba. Mimo że rolnicy posiadali odpowiednie dokumenty, Fadel Jabari wraz z innymi osobami zostali aresztowani.
