shovel the snow after the system passes though the region then go out to remove the snow so there is no re accumulation that the reason the snowplows wait to it stops snowing so they do not have to do it again in 20 mins

I used to live in Prince George and now I live in Winnipeg. PG tends to get more snow than here but our wind chills reaching -50C is hard to take.

The city of Prince George can't even afford to plow the streets in the winter let alone fix the pot holes in the summer. What a welfare city, if you can call it a city!
