Also, about the Goku voice part, there's no way to ascertain if its true. The voice actor for Raichu was never listed or credited in that episode. It could have been Masako Nozawa, the famous Japanese Seiyu behind the voice of Goku, but we'll never know for sure. But it sure does sound like her.
