Pulse man is another one of the those platformers that breaks the mold. instead of only allowing jumping as a means to get from plat form to platform, you can use a ricocheting "Volttecker" attack to reach places jumping couldn't get you. On top of that the game looks incredible for its time, and Pulseman's sidekick/girlfriend is just adorable enough that I don't mind here telling me to keep an eye on my health every ten seconds. How this wasn't turned into a re-occurring series is a mystery. (Perhaps the flashing lights in the background could cause epileptic seizures? Who knows.)
To put a number on it is tough, but i'd say in the 7 1/2 range. It would get an 8, but there are situations where if you try to use reason, you ultimately end up dieing, and you wind up falling back on spamming the same move over and over again. till, overall a great title.
Yeah, and its a shame it never "officially" made it to the US. Luckily, we can all enjoy its psychedelic colors and awesome English voice acting on the virtual console.
Which make me wonder; why do all the English dubbed Japanese games only come out in Japan? I'm looking at you Sin and Punishment.

I now remember why Pulseman was related to Brawl, from our Skype chat last night. People thought Pikachu's Volt Tackle was inspired from Pulseman's Volteccer.
Also, who the hell 1-starred this vid? 5-star to counter. Pulseman is awesome.
