We have a building in our neighbourhood, that would have all the elements in it for this matte painting, but it's about to be demolished :(
2 more things:
1. AWESOME!!!
2. Job/Hobby?

You can get all the way with a medium sized Bamboo. But if you go pro, and really get your living from digital art, you probably will get a large intuos or those new "drawing screens". But Bamboo is really nice, and is enough for most of people.

Or you can use grunge textures/brushes :P xD

Wow. Do you work with a tablet or a mouse?
I've been shopping around for tablets but everybody keeps telling me different things...
"Buy a Bamboo!"
"NO, get a Vista!"
"Don't get a tablet!"
What to do?

haha, I know what you mean. For this and most design work I just use a mouse, but for painting a tablet makes a huge difference!
I'm using an old Graphire 4, which is very low range but it does what I need it to do. I'd say either that or a Bamboo would be a good place to start. If you like it and want more features, then it might be worth looking at an Intuous, but they can be pricey.
