Jones act cases and maritime law don't apply solely to people who are injured in the course of work on open water. They apply to a worker who's on a dock if they normally spend a significant portion of their time in open water, it can also apply to someone who doesn't work at all on a boat but is in fact a guest or simply a passenger on a boat that's in navigable waters.
