If you are sure that you have a legitimate copy of the game then all sound (sound effects and radio) should be turned on as default, so you shouldn't have to change anything.

Not having sound (special effects or radio) is a common problem if you have downloaded the game. Maybe this is the reason?

to get audio-to do this, take the file of gta and select audio file and insert ur favourite musics or

songs and take gta vicecity and take a car and scroll ur mouse to mp3 player then enjoy ur song

yea I couldn't drive - and when I did this mission I often killed Mercedes and me by barrel rolling off the side of the bridge - Screw going through little Haiti!
