If you think this is done without the consent of the western intelligence organizations then I suggest you Google "Evergreen Air" and "Air America" to see all the hookers, guns and blow that goes in and out of the North America and don't get me started on the House of Saud and the stuff they get a blind eye to and the only action I see America's DHS take is "busting" Ron Paul supporters for carrying cash.

How to help is: even if you have only a suspicion ... its better to do something and call someone who can judge the situation... if it was false alarm .. than apologize ... people will understand.
