    Women wore ties all the time in the 70s, and not just punks. Diane Keaton wore them frequently in Woody Allen's films, both in "Play it again, Sam" (1972) and the mega-hit "Annie Hall" (best picture 77). it's hardly unique to Miss I-can't-sing-worth-shit Lavigne, or even all that uncommon. Women wearing accesories or articles of men's clothing has also always been very wide-spread in cabaret entertainment, particularly in germany, England, and the US, since the 20s.
