Despite saying "Milgram," I believe she is referring to Solomon Asch's conformity experiment. Stanley Milgram also did a famous/infamous conformity experiment. I don't know if Milgram ever duplicated the specific Asch experiment with line lengths.

I think getting declared would be worth a namefag heh. SP declares should be worn as badges of honour by Anonymous, and indeed anyone they're placed upon - it's proof that you don't cave under a storm of bullshit.
