First rule of observation is never abandon your post mid-session. In this case, the position has a double as an ambush site. The granite structures offers protection from gunfire.
If Ness was in the stairway helping the baby when the gunmen arrived, he will be exposed and trapped because there is no place to run and no usable cover (noticed how the hired-guns immediately moved to secure both ends of the stairway when they enter the station)!
