this is a widely debated technique. I do not see this on professional bicycles these days and have only read advice against this. but that's not to say there may be a benefit in some cases.

Probably retards wheel flex.
If you fix two spokes together they can't move back and forth against each other. locking them in place better and creating a stronger, stiffer wheel.

pity they dont talk real english and obviously think the word "eerrrr" is a part of the english language
