In the show, the Earth Kingdom was slowly WINNING.
The Fire nation had just lost a sizeable portion of its navy, meaning that its waters could be contested again, and were pretty much bankrupt, whereas Ba Sing Se sat on huge armies that were completely intact, well supplied and ready to engage.
When Iroh lifted the siege at Ba Sing Se, the Fire Nation lost the war.
That's why the comet was so important. Without it, the Fire Nation would lose.
