Compiling a list of private citizens in that manner MAY be a violation - I don't know for sure. But the White House spamming people unsolicited is not right, there's already enough of that going on.
The only thing I know for sure is that Gibbs opens his mouth just long enough to change feet.

I used to love it when Bobby was standing there in Baghdad as Saddams press sec...saying..."The Americans will NEVER reach Baghdad"...just as the first M1 Abrams tanks rolled into town in the background.
