It looks to me like this was made by British television (BBC presumably) and slightly adapted to increase its relevance to Australian viewers (by adding a comment from Max Gillies, for instance, and a bit of archive footage of Cook and Barry Humphries in Melbourne).

The British reporter is Jeremy Paxman of the BBC's Newsnight. The 1979 interview (what's with the perm?) was conducted by David Dimbleby.
