Here you can find the correct office for your country and direct copyright questions at their contact section. The U.S. Copyright office actually got back to me very quickly on a question. Within a couple hours and they were very nice. Just don't ask them the copyright status of any particular work unless you're ready to pay a research charge. Also don't ask them for opinions or advice. That's the job of copyright lawyers. But you can lay out a question for them, even give a scenario as an example, and ask them how the law applies to the situation and whether or not a certain course of action is within your legal rights.

once a person or company makes something "public" then no "copyright" should apply. so long as no money is being made.

what i mean is if i turn on my tv and see a lady gaga video, then i should be able to tape that and put it online. because i just turned on my tv and it was there. once its made public then anyone who wants to should be able to copy it .

can i copr right my face so when i go to the bank and their security cam reproduces my image i can sue.
