Holding the state refunds is unconstititional. The government whether it be the federal or state government does not have the right to aquire property from a US citizen unless they compensate them immediatly. Does anyone know if there have been any class action lawsuits filed yet? This money is essentially our money that we overpaid. It does not belong to the state, therefore, they are illegally holding our own money and that goes against our rights under the US Constitution
