Not necessarily, Issei was on great form here and YSB just didn't have an answer for him. Yes, the tiers mean that the odds usually go a certain way in a matchup, but players like YSB and Yamazaki prove that raw skill can overcome those odds. YSB was crap here while Issei was good, YSB didn't have an answer for anything Issei threw at him. And I happen to be a YSB fanboy.
