They are made at Rockstar North in Scotland but the game engine that powers the games "Renderware" was created by Criterion Games in England (Makers of Burnout) Sam & Dan Houser are English as are some of the staff at Rockstar North. Portable GTA games are made at Rockstar Leeds in England. So they are "British"

A Scot invented GTA but 2 English brothers made it 3D and a massive sucess.
