I think he's saying when you've got no traction. He's talking about keeping the accelerator down until you get traction, then shift. Pretty bad technique to use for drag.
Do you even know what you're talking about? There's no point hitting the limiter- thats why you take your right foot off the gas. Take a look at my vids- no hitting the limiter with a big turbo there
With large turbos you have to keep bouncing 1st gear on rev limit a little longer to let the tyres catch up to the actual speed, also helps with powering on in the next shift
