That is absurd, of course they put their heel down first, the ball of the foot is the last thing touching the ground when you put your foot down, and the last thing touching the ground when you lift your foot up. Just try walking a few steps and consciously put the ball of your foot down before you put your heel down, it will feel quite strange, and very unnatural.
