That's not always the case. JPEG is the best choice format if you're sending many pics at once, and I think, 85% compression is not always that bad. While GIF is used for animated image or vector type logo or something for sharper quality. PNG is great but... not always. The best quality there is is RAW but it's incredibly a hardrive eater.
the reason why the formats vary so much is because some are meant to reduce the quality. its basically done on purpose ^_^ you just have to research to see which one will suit you best. if i were to take a guess i would say you want high quality so i suggest you look up to see which format gives a higher resolution. (i cant remember which one it is though, sorry XD)
