I saw this stuff on Discover Channel yesterday. It can be cut with bolt cutters, but now they're starting to add bands and clamps so if it is cut, it uncoils a section and can snap back in your face. It's under tension now. Might get lucky and have it not lash back at you but I wouldn't want to try it... can't think of anything nastier than razor wire.

My Grandpa once had a small roll of this crap and gave it to his friend, it was sitting in a box and one day and my Grandpas Friend's dumb German Sheperd stuck its muzzle in the box and cut off the tip of its nose!

Bolt cutters will take care of that razor wire as easily as wire cutters did barb wire.
