    I would recommend androidart's basic photoshop painting tutorial. it's easy to find if you just google "android arts tutorial". Aside from that, ctrl+paint is pretty good, so is the polycount wiki, and so is old conceptart . org

    I think you should try to contact your local magazine importers. I get my ImagineFX through that way and I could pay them without using any credit card.
