No, it's very real. It's not a full game, but rather a proof-of-concept demo by Raylight Studios. This 3d engine was actually used in a few games, such as Ozzy & Drix, as well as the full-3d port of Wing Commander Prophecy.

This is a pretty cool Proof of Concept demo, but I can see why Capcom didn't pick it up.
