@benlowreyhimself some debtor perhaps has used up 11 of your 12 lives kitty. If their intent is to categorize this mr b low dude as high risk super costly revoke his privileges, are they not in honor of their portion of the contract?
Not much to loose trying anything that is supported by sound logic and verifiable is there?
Or you could toss fire extinguishers off the roof of the License administration building at the employees as they enter for work? might get you out of worrying about points

without a licence u are in international jursidiction ..which is held in trust by the courts. thats why this letter would indemnify the govt as it acts like a temporary bond against driving violations by their MR BEN LOWREY ..
this is the consideration of their offer..
maybe the private lien could be ur consideration in the private counter offer ..

the drivng licence seems to be a commercial instrument ( a voucher) to indemnify the govt when u use public roads..when MR BEN causes an offence , the equity holder ( the govt) is indemnified for that offense..and shifts it on to whoever is holding the RES for MR BEN LOWREY..

u counter offer by helping them out by recording their acceptance of the private lien
give them three boxes to tick in ur counter offer..
do a switcheroo..
1.if u accept the licence u agree to stand srety for the charges on the private lien

2. when they ignore it after 7 days , give tthem an affidavit with a notice of instruction ....saying that there was no refusal for cause from their side and that would be accpetance..
even better : in ur counter offer u can say that their is a private lien on the police officer and as they admit to the details on the private lien ..they could stand surety for the private lien..if they insist on asking for the D>L as part of UR counter offer

IT IS an OFFER ...
their process offers you three boxes ...add another box , delete the rest ...

the word 'needs' in jurispudence is something else to what we're used to
blacks law : necessity
it basically says the need comes from following a process...they are addressing the need for their corporation ..MR BEN not Big Ben Bey , the Master MA_SON..
they tell u why THEY _'NEED'_YOU to send the D.L ..in theletter itself
1. to record the OFFENSE (ie ..record the guilt ) ..they want u to stand surety..and part of that process is they asking for the D.L

I'm just asking, because I'm not familiar with your system in the UK, but could it be that they are just asking to endorse the back of the license? If that is the case, then wouldn't they be accepting liability on the instrument? If so, then you could include that in your conditional acceptance. I'm only asking if that could be a possibility.

your negotiating opponent/adversary/partner has a gun. the ability to coerce through good is always justifiable and wielded.
Are the license points translated into insurance somehow? are they essentially demerits against your risk calculations for future CONTRACTS? either presumed inferred or actual
Perhaps a good sub project is existing contract review for the "license"
A Project manager will choose the lowest cost most efficient , refused for cause!

yes the points does effect insurance like you said. also there is a maximum of 12 points before they revoke the license. my order was for 8. but also I have 3 speeding fines which are each points. do you think it is possible to Settoff the points and keep the license?
