No, I think this was from the American Comedy Awards in the early 90's. Family Matters wasn't around in 1989.

I remember watching this as a kid...I wanna say 1991. I just remember Jaleel switching talking "normally" when he took his glasses off and then becoming "Urkel" when he put his glasses back on.
Never thought I'd see this again!
