They don't take your kids for making them walk. That implies that there is a rule that if the child walks then they take him...there is not. It is opportunistic. If they find out about it and like the kids they will take the child if it isn't convenient or the child is a minority then they probly won't take the child. I have been college educated to be a social worker and I can see how this process is corrupted.
