Because shows aren't free to run. There's advertising, promoters, road crew, venue costs & a metric fuckton of other expenses that all has to get paid for somehow. If tickets were free then everyone involved in putting on a concert would all have to do it for free & unlike Metallica, they aren't millionaires.
