Blame the state legislature for the ten year freeze on rates. Not to mention the deregulation of generating electricity and forcing electric utilities to sell off their generating units and forcing them to purchase electricity in the open market - which was not ready for it - too much regulation for too long led to utilities not investing in power generation.
