An internal audit report on the alleged misappropriation of an estimated 4 billion shillings meant for the free primary education programme has now been handed over to the Kenya Anti-Corruption Commission. Finance Minister Uhuru Kenyatta says the investigations indicate that the fraud may have been committed by ministry of education staff in cahoots with outsiders. But as KTN's Bonie Odinga reports, KACC director PLO Lumumba says Uhuru's action is a mere public relations stunt meant to impress world bank officials currently in the country.
Why is it, ever, that each time money is lost or misappropriated or embezzled or stolen within a given department/ministry, EVERYBODY AND EVERYONE THROWS THEIR ARMS UP IN THE AIR and says "those who perpetrated the fraud must be brought to justice". From the Minister, to the permanent secretary, to his finance chief, to all the juniors, the chorus is the same. Then usually the Police are the ones to go in and somehow track down the culprits then make arrests!
