I kind of cheated and hid right under him where he could barely hit me. =P

Are you seriously just punching the fuk out of it? That seems like an insanely annoying sound after the first 10min. But you beat it like a fukn drum so ha ha for you.

The annoying part is you can't just hold the button to keep punching... so I had to tap the trigger button constantly. = /

It's easy to build one like that....

Max Short Fuse with a +4 Short Fuse mod and you'll already have a 6 second cooldown..... with 5 liquidate you can use any weapon with explosive damage and reduce it to 1 second in a single shot. =P

With a shotgun does it take off cooldown for each of the things that hit or is it just cooldown 5 seconds per bullet?

Just 1 at a time.

It seems to work much like the Soldier's Refire skill...... as if Liquidate was on a timer also. Even when I used a super fast machine pistol with explosion, I only really saw one cooldown decrease at a time.

can you build a soilder to do the same thing as far as the cooldown period goes?

aww well can't really complain about 1 second cooldown time. It would be epic if there was a +5 short fuse mod :P
