The Gray Fox - Oblivion

I recently started playing Oblivion again I joined the thieves guild. I got the 'Gray Cowl of Nocturnal' which is the mask that you get from the Gray Fox himself after completing the last quest in the thieves guild. Well here is what ends up happening when you use it in cities.
