Adjust the window so that it is level, and the sliding panel operates smoothly.
Use a spirit level to determine if the window is level. You may need to place shims to make adjustments.

Drill 4 screws through the right and left side of the vinyl frame into the the wall to hold it in place. Drill holes with a drill, then screw in the 3" screws with a screw driver. Make sure the screws do not hinder the opening or closing of the sliding window. Do not tighten the screws too tight or it may bend the vinyl frame. The screw may stick out a bit.
