that IS fast for a 16in wheel. faster than my 16-incher on my ez-bike, it only does around 12 mph. (i'm the truck driver that got batteries and a 20in crystalite rim a few years ago for a different bike, happy to say they've been great and i'm still driving'em)

You should drop by to the shop sometime, it has been a long time! email me ahead of time, so I can meet you in person. This thing goes about 18 - 19mph with 16-inch wheel. I can't remember which motor that you have, but you can increase the speed by increase the voltage. If you have Crystalyte controller, you will be able to run it as 48v.
