My plan would bring the state and the private sector together by utilizing our universities' technology and innovation to spur business growth.
Our oil and gas industry currently supports 14,400 well-paying jobs in Ohio. With more than 60,000 active oil & natural gas wells that do not require subsidies (a grant or financial assistance), Ohioans also save $65 million annually by producing oil in our own backyard. Our local wells reduce market volatility, lead to less expensive commodity costs, and avoid expenses associated with interstate pipelines. By putting policies in place that encourage development, we could create an additional 23,000 jobs in Ohio, paving a path to economic recovery and long-term stability.
Reform Education
I support key education reform and want to see reduced state mandates. Two ingredients of a successful education system in Ohio are parental choice and providing the appropriate funding levels for our schools.
Ohio must shift more K-12 dollars to classrooms. Ohio ranks 47th in the nation in the share of elementary and secondary education spending that goes to instruction and 9th in the share that goes to administration.
My initiatives include a law to guarantee 95 cents of every federal education dollar going directly to the classroom for activities and services (the current amount is 65 cents) and legislation that would return control of some 35 federal education programs to states and local officials.
Reduce Spending
My plan involves uncovering and eliminating wasteful spending and finding ways to reduce the expenditures of our state. In the 2010-11 budget, the current administration supported 134 new fees, fines, and penalties. That is unacceptable.
I will introduce performance audits of state services, which are estimated to cost $15 million with potential savings up to $4 billion. We need to provide incentives to counties for combining services. I will push to negotiate all state supplier contracts.
We must be prepared to put everything on the table for consideration, including every program, agency, benefit and contract.
Economic Development
70% of our college graduates leave Ohio for employment elsewhere. I support H.B. 144 that would grant an income tax credit eliminating tax liability for 5 years for individuals who obtain a baccalaureate degree and who reside in Ohio.
I would also encourage additional internships as a venue to keep the brightest and most talented individuals here in Ohio. My plan would also support H.B. 437 that would enact a nonrefundable tax credit for a business that increases payroll and expands into a vacant facility.
I would support work sharing or short term compensation to avoid layoffs. We must provide access to capital, low interest loans, and job training programs to enable our businesses to flourish.
Streamline Medicaid
Require the state to follow through on recommendations from the State Auditor to reduce Medicaid's inefficiencies. Reforms to the Medicaid system will save the state more than $120 million annually.
Regulatory Reform
Help businesses cut through bureaucratic red tape and provide accountability and transparency in crafting agency regulations. Regulations should facilitate, not hinder, economic growth. Regulations should be transparent and responsive, with compliance as easy and inexpensive as possible. I support reviewing and identifying all state regulations, reducing those that are above and beyond federal regulations.
Sanctity of the Family
My plan will support and encourage a strong family unit, which is the foundation to a successful society. I am pro-life from the moment of conception. I have been endorsed by Ohio Right to Life.
