Though he may have based the tower in the comic Off of the Twin Towers, seeing as how it's in an alternate New York in which Veidt would be big enough to merit that.

There is a similarity isn't there? I don't think it was intentional, it was exactly like that in the comic, which was written a good 10-20 years before it happened.
