i installed the lcpdfr mod and in my car my police radio chatter doesnt work? and is there a savegame i can use ? cause i dont like xlive dot dll

I just installed LCPDFR and cannot figure out how to install these skins, to technical for me. Im so out of my element. =( Great Video!! Hopefully one day i can figure it out.
