To be honest, I don't think it's legally enforceable therefore there really isn't one. I've done way over 10mph or 15mph around there. The road is 20mph (easy to do faster than probably) but I always stick to the trail which 15 is about right. 10mph would be piterful so I doubt it is that.

10mph isn't it? At least thats what someone shouted at me today as I went past them...
Also wouldn't you say it was much easier going round the other way round the park than what whats started in the video?

I think you'll find there's a 15mph speed limit there :p
