Just found an awesome cheat for this level!!! Get a helicopter and fly in thru the roof. You can walk into room, kill kidnapper, and PASS the level!!! I am SOOO happy!

i beat dis mission just w/ my loyal desert eagle n just 1 shot of my sniper rifle, it was a real mess, niko got shot so many times that in d end he looked like a fucking zombie... sheesh
