Can you prove it doesn't work? If you know there's a bomb in a city, and you know a captive terrorist knows the whereabouts of the bomb, wouldn't you do everything you could to get the information out of him? Also, would you classify dunking a person's head in the water on the same level as tearing a person's flesh off slowly for days?
