Nick was saying Bob Dylan couldn't sing and that is why Lil Wayne would do a good job singing the Bob Dylan portion of the song, because Bob couldn't sing either.

Jimmy Kimmel made a joke about it because it's basically Nick Jonas (who is kind of a joke) saying one of the most influential people of the 20th century can't sing.
