Apparently the song is about a riot in Paris (possibly the Paris massacre of 1961) during which the rioters threw cobblestones from the street at police. The police response was to pour tar or bitumen over the cobblestones so they couldn't be removed. Hence the line 'we walk in the odor of tar'. The story is told in Fontaine's rather unique style.

We take a walk. What a time to have been born. The path is so beautiful from cradle to grave. I lost my sunglasses. It's going to be a party. The soldiers left covered in confetti. Time is a boat. The ground is a cake. The world is a garden taking us by the hand. The path is so beautiful from cradle to grave. We walk in the odor of tar. In the papers lying around, white as migraines White as white evil almost dormant sites (???) Force-feed us fried chicken and fries.
