Yep, it's for an emulator. This game is probably better on a computer than a SNES because you can use WMM to add more to the experience than normal. (Just look at all those videos using the game's music creating feature.)

No, you can't play SNES roms on a Genesis Emulator. I use an emulator called SnesX9 to record SNES videos.
